Municipal Waste Fee
This fee is often confusing for internationals because, in many countries, waste collection is included in the rent. In Ostrava, however, it is a mandatory obligation for every individual (including children).
In Ostrava, the fee is defined by Municipal Decree No. 10/2022. It is typically not included in your rent, and the landlord does not pay it for you unless explicitly stated in your contract.
1. Who Must Pay the Fee?
The obligation applies to any individual registered in the city for:
- Permanent residence (holders of a permanent residence permit).
- Temporary stay longer than 3 months. This applies to all researchers and their family members (EU and non-EU citizens) staying in Ostrava for more than 90 days.
- Persons under temporary protection or international protection (asylum).
2. Reporting Duty (Registration)
You are required to register with the municipal fee administrator within 730 days7 of becoming eligible (e.g., after 90 days of stay or upon moving to Ostrava).
- The fee is tracked via your Birth Number (rodné číslo) or a Foreigner′s PIN assigned by the Ministry.
- The fee period is the calendar year.
- The payment deadline is June 30th of the current year.

- By Email: Send an email to komunalniodpad@ostrava.cz containing:
- Your full name and date of birth (or Birth Number if you have one).
- A scan/photo of your passport or long-term residence card (both sides).
- Your contact details (personal email).
- In Person: Visit the Ostrava City Hall (Magistrát města Ostravy), Prokešovo náměstí 1803/8, Office No. 108 or 109 (ground floor, to the left of the main staircase).

5. Payment Details
Upon registration, you will receive your unique payment details. Important: Every person has their own Variable Symbol and Specific Symbol. These must be entered correctly for the payment to be assigned to your account.
* The Variable Symbol is a unique identification number used in the Czech banking system to match your payment to your name.
6. How to Pay
- Bank Transfer: After registering via email, you will receive a consent form for personal data processing. Reply with "Ano, souhlasím" (Yes, I agree) to receive your payment symbols.
- Cash/Card in Person: At the City Hall cash desk, office No. 101 (ground floor, to the right of the main staircase).
- Online: Via the Ostrava Payment Portal (using PayU).
7.Reporting Changes
The taxpayer is required to report any of the following within 15 days:
- Moving your residence out of the city of Ostrava.
- The birth of a child.
- The death of a family member.
Failure to report moving out of Ostrava may result in the continued accrual of fees and potential penalties.
