AnotationThe presented national research project focuses on the research of the conditions of social work for social workers in municipalities with extended powers, who deal with helping people in material need. The reform of social services with effect from 1st January 2012 (the so-called Social Reform 2012) formally created a dual system in which the payment of cash benefits for assistance in material need was transferred from authorized municipalities to the newly established Labor Office of the Czech Republic. Act No. 111/2006 Coll., On Assistance in Material Need, however, assumes that the actual social work with this target group will take place both in authorized municipalities and at the contact workplaces of the Labor Office of the Czech Republic. Current research on this issue suggests that instead of the actual "duplication" of social work with people in material need, the exact opposite could have happened, when only the smooth payment of a cash benefit of assistance in material need is considered a social work intervention (see Hiekischová, 2015; Musil, Hubíková, Havlíková et al., 2013). The aim of the presented research is to find out how this dual system affects the social work provided to people in material need in municipalities with extended powers in the Czech Republic. The survey uses a predominantly quantitative research strategy with some elements of qualitative research to improve its validity. The main tool for data collection is a questionnaire, which will contain closed, semi-open and to a very limited extent also open, questions. The research will not use sampling, but all social workers of municipalities with extended powers who work with people in material need will be contacted with a request to fill in the questionnaire.
