Social safety

The University of Ostrava places emphasis on social safety and, through Rector's Measure No. 22/2023, regulates the rules for secure communication via electronic systems and establishes the position of Ombudsman of the University of Ostrava, for which it hereby sets out the basic rules of operation.

Social safety expresses the ideal state of an environment in which the behavior and actions of all those present are naturally guided by the principles of collegiality, integrity, equality, respect, openness, and attention to others, and where any form of undesirable behavior, intimidation, aggression, bullying, harassment, or discrimination is considered unacceptable, regardless of whether it involves students or employees.

In the event that an employee or student violates social safety in the university environment, these individuals have the option of contacting the University of Ostrava anonymously or under their own name using the Electronic Communication System (EKS). This channel can also be used to submit questions in cases where the submitter does not know whether a specific action constitutes a violation of social safety but would like to consult on the matter.

Ombudsman of the University of Ostrava and other persons working in the social dafety system at UO

The ombudsman is an independent person who ensures compliance with legal and ethical rules in the area of social security. He/She communicates with the parties to the conflict, acts as a mediator, takes preventive action in the area concerned, and proposes related methodological rules.

For example, they investigate specific complaints concerning, in particular, bullying, discrimination, inappropriate behavior, unequal treatment, sexual harassment, bossing, mobbing, conflicts of interest, unjustified delays, and cases where the competent authority fails to act or where there are violations of legal regulations, including the university's internal regulations or parts thereof.

Furthermore, the ombudsman is dedicated to identifying problems and obstacles that negatively affect the working, study, and academic environment at the university, methodological activities, and creating a suitable environment for solving problems or preparing recommendations for solving specific cases to the relevant authorities and proposing systemic changes to prevent them.

Currently, with effect from July 1, 2023, the ombudsman of the University of Ostrava is Dr. Nikola Kostlánová, who was selected by a commission on May 24, 2023.

Contact persons are authorized by individual departments to handle anonymous reports that employees and students can submit by selecting the appropriate category. These persons are prepared to answer any questions regarding social safety, even those where an employee or student is unsure whether a violation of social safety has occurred, wants to ensure that their actions are correct, or wishes to consult on any matter. Communication is anonymous, and these persons will maintain the confidentiality of all communication.
